I've heard that tkperl hasn't even been finished yet. From a brief
look at the code, I can understand why. Most of it does seem to be
Tcl-dependent, and revising it to make it work with Python would be
difficult to say the least.

It would almost be easier to just write a Tk-compatible toolkit from
scratch. Any volunteers? :-)
