There's documentation and code for a cgi.py module available from:

For those who are curious about the the disclaimer at the top of this
WWW page, it's there because NIST has a formal publication policy that
requires everything that is published to go through an extensive
review process. This process applies to all documents "published" as
part of the NIST WWW document web. This procedure is not required for
electronic mail messages and other less formal forms of
communications. I added the disclaimer to the page since the work in
this collection of WWW pages is not linked to the NIST web. It is an
informal collection of notes in my electronic logbook, so please treat
this as an published document. Ok, so some overwound bureaucrat may
claim I'm stretching the rule a bit. Call it my contributions to
reinventing government.

Steve Majewski pointed out that I hadn't signed my work. It's now signed
and dated.
