I've just made pubkey v0.9 available. It provides a Python
interface to a user-supplied public key library, e.g., RSAREF. Using
pubkey, I have written the Python equivalent of the RSAREF rdemo
program.
NO CRYPTOGRAPHIC LIBRARY IS SUPPLIED WITH PUBKEY.
The University of Michigan officials I have contacted do not
believe distribution of pubkey violates ITAR, so it is being made
available to any interested party.
pubkey is currently available from

And for those with AFS:
