Sorry for the mis-attribution.

The WWW page at NIST was unsiged, so I wasn't sure whose work it
was. Ken was the one who pointed it out to me, properly crediting
Mike McClay at the time, but I forgot that and just attached his
name to it in my mind. ( "Crediting the messenger for good news!" :-)
