syslog module

Now that python is being used more and more for system level things
(at least I am using it that way!) I found that I needed a way
to have some of my daemons output messages and I hate having
log files all over the place.. So here is a syslog module.
It impliments openlog() closelog() syslog() setlogmask() LOG_MASK()
and LOG_UPTO(). Enjoy and let me know if there are any problems!
