I just noticed that my grammar change fails to recognize lines that
end with a semi-colon when they are outside of the bracketed block.
The original grammar made a semi-colon optional before the NEWLINE.
The fix is to change the simple_stmt line to read:
simple_stmt: small_stmt (';' small_stmt)* ([';'] NEWLINE | ';' )
